1986 camaro fuel pump cam ring

Engine: 5.7L LT1
Transmission: 700r4
1986 camaro fuel pump cam ring
So I am trying to troubleshoot a no fuel situation and can't figure out how to get the damn fuel pump tensioner ring off. Read in the shop manual that you can use the Kent Moore J-24187 wrench or a piece of wood and a hammer. Well since I am not a GM tech I grabbed a hammer and wood. All I seem to be doing is bending the verticle square piece.
Any tips or suggestions?

Soak the top of the fuel sending unit/pump assembly in penetrating oil. I use a dull screwdriver & hit each one a couple of times then go on to the next one.
If its really rusty, I'll break the old one with side cutters & get a new one.

So I figured out what I was doing wrong. I was hitting the outer ring instead of the inner ring.
Still have no fuel issue and the car has a Walbro 255 in-line and the tank end has a strainer where the pump use to be. I assume I don't need one if a mechanical one can do it but open to advice.
