Fuel Problem?
I have a 91 z28 TPI. The engine wants to turn over but won't. Ive had a similar problem before and it turned out to be the fuel pump. I checked the battery so that can be ruled out also. Im wondering if clogged injectors or a clogged fuel filter is culprit. Any suggestions?

I think you need to clarify your use of the phrase "wants to turn over but won't".
To most of us, "Won't turn over" is interpreted as a problem with the engine being unable to spin due to a problem with the starter, battery, ignition switch, etc.
If you mean it will spin over, but won't start, an easy way to determine if it is an issue with no fuel or no spark is to shoot a little starting fluid in the throttle body. If it starts and runs for a second then dies when the starting fluid is burned off, you have a fuel delivery issue.
If it doesn't start with starting fluid, you have an issue of no spark.
If you determine it is a fuel delivery issue, you need to check for fuel pressure, and take appropriate steps to diagnose the issue based on your findings of the fuel pressure(or lack thereof).

It turns out it's a spark problem. What would be the next step? Is it as something small as new spark plugs or a whole new distributor and coil?

Connect one lead to the coil primary (the ignition module side not the key side) and the other lead to ground.
Crank the engine.
Does the test light FLASH while cranking?
(Be aware of the difference of FLASHING verses PULSATING which will be observed when you have the test light connected to the key side.)
