could this be a bad fuel pressure regulator??

Yesterday I had a problem where my 91 z (305 tpi) wouldn't rev past 3000 then wanted to stall out. so, I posted the symptoms here:

got some feedback and started working on it.
Today, a whole new set of problems (which is why I am doing a new post about it). Now it no longer has the symptoms of my original post and will hardly run at all.

key on engine off it I get 20 psi then drops to 0.
do above the second time, get the same thing.
car will start, cranking time is normal. idle and running fuel pressure is about 20-25.
if I pull the vac line off the fpr, no change.
if I pinch the return line while running, it shoots over 60.

If you look at my original post from yesterday (link above) you can see how the problem started.

I am thinking it is a bad fpr. does this make sense? is it possible a bad fpr damaged my new pump?
