[Pictures] What is this and how bad is it that it's disconnected?

Only gravity is keeping this hose in place!

My car tends to flucuate in rpm and has actually shut off entirely at slow speeds.

It seems to be part of my intake? Or exhaust, I don't know a ton about cars..

Please Help!

If you live in a colder climate it preheats the air going into the intake until the engine warms up. Should not affect operation in moderate weather. As far as the fluctuations check your vacuum connections for leaks and corroded and/or broken hoses first. Any codes present or CEL?

As far as Lights on my dash go I've got "Infl Rest"[red] and the check engine light comes on every once in a while but usually turns off after a few minutes.

You can buy a replacement stove pipe for that for a few bucks at a parts store.

The "Infl Rest" indicates that you have a malfucntion in your airbag system. Mine came one when I removed the airbag for a three spoke wheel. Had to pull the bulb to get rid of it. As for the intermittent CEL it may ne a short or something else. Use the link below to pull the codes and let us know.

If the check engine light is coming on intermittently, I would highly doubt it's a short. The older vehicles may only turn the light on if the issue was occurring at that time (depending on the issue). For example, if you have an issue with your EGR or O2 sensor, your light may come and go. You can also stop by Autozone, have them check codes for you for free.
