92 Formula 350 smog help

Hey guys got a 1992 Formula 350TPI. It is having issues passing smog and is showing code 32 for the EGR valve. Only thing is the car is failing bad, and I dont think that that is the only problem it has. The car skips around sometimes on idle and I am pretty sure is also running rich. I have had the car for 2 days and have done a little bit of to it. Sea foamed it, lowered the idle, and set the TPS sensor to .710 volts with a volt meter. Car has brand new plugs, wires, cap and rotor, fresh oil, and a fuel filter. Here is a picture of the test sheet. It failed in some areas by 5x over the limit . Thinking the AIR system maybe, dont know how to test that stuff. Is there a maf somewhere I can clean? Could the fuel pressure regulator be giving it to much fuel? Car hesitates sometimes but it runs strong and does not smoke. Thanks guys

Also, The temp gauge on the car does not work. We replaced the coolant temp sensor and still it does not. I know the stepper motor works fine because it moves when the car is about to start. I was thinking maybe the ECM doesnt see the correct temp and leaves the car in open loop?

Just so you know there are more than one temp sensors for your car. There is one for the gage and one the the ecm and one for fans I believe. Just make sure you changed the one for the gage before you look elsewhere for the gag3 not working. I don't know if there is a difference for your year but my 88 the middle of the range for the tps is .54 volts if I remember correctly. Also if your showing a code for egr you should look into fixing that first. Do some searching on here and you can find many threads on fixing egr problems.
