Transmission: 700r4 W/Shift Kit
Axle/Gears: 4.55
What does this connector go to? (Under Steering Wheel)

One prong, one blank space, then 2 prongs. I turn the key and absolutely nothing happens. I'm assuming a relay, but don't know what it's called

Doesn't look like a relay; not enough terminals.
If NOTHING WHATSOEVER happens when you turn the key - like, no radio, no dash lights, no A/C, etc. etc. etc. - and lots of other stuff also doesn't work, like maybe power windows or seats, or headlights or brake lights, dome light, or whatever other stuff, then most likely you need to button the interior back up and start looking at fusible links.
If NOTHING WHATSOEVER happens when you turn the key - like, no radio, no dash lights, no A/C, etc. etc. etc. - and lots of other stuff also doesn't work, like maybe power windows or seats, or headlights or brake lights, dome light, or whatever other stuff, then most likely you need to button the interior back up and start looking at fusible links.

IIRC that's for the Cruise Control. Does your turn signal stalk have Cruise switches on it? Regardless, it is not your starting problem. I'm with Sofa on this one, there's something else wrong.
First thoughts are VATS, loose wiring at the starter, or a bad starter. Verify the simple and cheap stuff first by testing VATS and making sure all the wires are connected and tight at the starter (all these wires at the starter are the fusible links Sofa mentioned).

Mr. Lurbie is 100% correct , that is the socket that the wire leading from the cruise control switch plugs into . I know this because I recently troubleshot my cruise control and I was at that very same socket . The plug that plugs in there is an odd looking flat blade with a couple of long silver contacts running up both sides of the blade .

Alright, maybe i missed something when pulling the VATS? Because i found out that if i pinch the starter relay and turn the key to start, it turns over. But now i'm getting no fuel pressure. Could VERY likely be the pump shitting. Does anyone know what would happen if you do a bad job pulling the VATS?

If VATS is not satisfied , the symptoms are ;
# 1 ; The starter will not crank the engine over due to the VATS relay not being engaged , and ,
# 2 ; The injectors will get no signal to spray fuel .
Now realize , that although there is no injector pulse signal with no VATS , the fuel pump will still prime and the rail will still have pressure , it just won't be spraying anything from that pressurized rail into the cylinders .
If you have no fuel pump action upon key on , and no pressure at the rail , your problem is not VATS .....

Yes , it's the relay under the plastic "kick" panel where your hood opening pull ****/lever/whatever it's called is located . If you are needing to jump that relay then it's possible your VATS is still amiss , especially if you are hearing pump action with key on . When you first turn the key on the pump should run for 3 or 4 seconds to prime the rail .

If it was an aftermarket security system , most of those will have at the least a "starter kill" , and more expensive ones may incorporate an Ignition kill as well . Were this mine to diagnose , I would entirely remove this unwanted aftermarket alarm and put the wiring back to 100% factory set up . Do you know of the austinthirdgen.org site where all of our wiring diagrams are posted ? that is the best resource for how the factory wiring is supposed to be and also if you search "VATS key bypass" here you will find a couple of step by step tutorials on bypassing your VATS system .
