intermittent starting on 89 Camaro rs v6

Hey so Ive had this problem for about a year when I started driving my 89 camaro, when after driving a distance and turning off the car, it'll take about an hour for the car to be able to start again. gets voltage and power, it just wont turn over. Jumping it wont do anything banging the starter with a wrench wont work. I dont know what else I can do other than ask for help and replace the stater. Has anybody else experienced this problem, and if so, how did you fix it? much appreciated. just missed turning in the last and only assignment in one of my classes today because i couldnt get back in time to turn it in, So I'm kind of riled up about it.
Any help would be awesome.

Try jumping the VATS starter enable relay connector. That way if it cranks but no start you can say VATS is involved.
Its in the driver side kick panel. Just unplug it and jump the two outside wires connector like this.
Do a good job with at least the same gage wire as the two outside wires and use spade connectors then some electrical tape to hold it together.
If it does not crank than you can probe the out side wires on the connecter with a multi tester looking for 12v. when cranking/trying to start the car. Should send 12v to one of the two outside wires. That will tell you if the problem is upstream or down stream of the connecter. The two outside wires on mine are thick gage yellow in color.
