Coil bad? Spark jumps to bracket!!!

My coil's spark is jumping to the bracket that holds it down. It is the remote coil for my 350 TPI. I noticed it has some white like material around it. I tried cleaning it...No change. I tried electrical tape over the bracket for some sort of insulation...No change. I tried a different coil to distributor wire...No change.

This evening I will try taking off each spark plug wire at the distributor to see if it is one particular wire that isn't getting the spark. Didn't try that before. Any other ideas?? Is my coil bad? It is the original stock coil (172K miles). If it does need replacing what is a recommendation? I would just want to replace the coil, nothing else...no MSD or ACCEL ignition, etc. Just the best replacement coil.
