CO too high means it's running rich.
Common things to check.
Dirty air filter - you changed it
Faulty O2 sensor - you changed it
Defective MAP sensor - Do these cars even have one?
Defective TPS
Defective Coolant Temp Senor. An engine running too cold will run rich. If in doubt, try putting a 195 thermostat in the engine and retest. All modern cars run hot mainly to reduce emissions.
Common things to check.

Fix the CTS. Then if you just want to get it to pass, in your case, without actually repairing the problem, add 1 quart of denatured alcohol (get at HD or Lowes) to the fuel tank (1/2 tank of gasoline). The CO reading will go to ZERO.
If that is the only thing that made you fail, then you will pass.
But you really should fix it correctly.

I have done it for years. 1 quart is all you need.
I also ran leaded fuel in my unleaded vehicle after removing the catalytic converter.

It is what a neighbor told me many, many years ago.
It worked and I've been doing it ever since.
Buy a gallon at Home Depot and your are good for 4 tests.
But you should really repair the problem. This buys you time.
I used to drive to emissions and go past the station to the end of the dead end road.
Then I would add the 1 quart of denatured alcohol to the tank, let it run for a few minutes, and
as I drove back to the test station I would turn the steering wheel left and right to stir the gas tank.
By the time they actually stuck the probe in the tailpipe, it was plenty of time to work.
With the alcohol, the highest CO reading I ever saw was .01
It worked and I've been doing it ever since.

A gallon of alcohol in your fuel tank is way to much. A quart/liter of methanol, methyl hydrate, wood alcohol etc (all the same thing) in a full tank of fuel is more than enough.
You can buy a quart of methyl hydrate at any home improvement store plus walmart and just about anywhere else that sells paint or solvents. Buying it in small quantities like this is expensive but if it's an emergency and I need race fuel, it will do just fine. I buy methanol in 205L barrels since that's what I use for race fuel.
I've heard of methanol burning pro street cars going to get emission testing in Vancouver. They pass with flying colors however the methanol exhaust fumes contain formaldehyde which is poisonous and the fumes burn your eyes. As much as everyone hates the smell inside a building, it passes emissions.
I can't fire up my engine without opening the garage door first and even then, I need a cross breeze.
