Ounces of R134a needed

In the car (1992) my system was bone dry and I don't have any labels on how much it takes. I've seen different responses on the amount (30, 40, 48).
I just emptied a 12oz and 19oz and its still cycling about every 5 seconds.

The parts store had 3.5 lbs in their system, and I had a feeling that was way off.
It's filled up, and I get fantastic cold air. But it still cycles every 5-7 seconds. The highside hovers around 175psi, and low eventually dips to 30 and shuts off.
- Replaced schrader valve in low side port
- Pulled a vacuum, and no leaks
- Replaced orifice
- Filled up the system
