new gas tank problems

I have a new gas tank, and I'm looking at it and it doen't look so new.
where the filler neck meets the tank is all greasy. It looks like gas stains is all around the seem, kinda like my old leaking tank, but not as bad. I'm trying to figure out if this could be from them welding the filler neck to the tank.

The retainer ring welded to the top of the tank has welding slag all over it. The OE tank has all perfect tack welds. so I'm not even sure it will seal correctly.

I had this tank sitting on my work bench for 6 months. Dal said he would exchange it. can't ask for better than that.

just a little annoyed,
Larry

LB,

I would at least compare the "new" tank to another "new" tank to make sure you weren't getting corkscrewed. Is this a GM tank or aftermarket?
