Dollar For Dollar Performance Upgrades on a 5.7

Newbie here. Question for the experts. In terms of pure bang-for-buck, what is the one thing you recommend I do on a stock 87 5.7 liter 3rd Gen T/A to increase power and performance?
Looking for the value proposition. Spend A $ and you will get best B.

Upgrades: Replace the restrictive air inlet

Like Big&BadGTA said , the best bang for the buck will come from making sure all of the regular tune up items are up to snuff , and then freeing up the restrictive intake , along with a set of headers (replace the entire exhaust system in fact) to free up the exhaust . Just remember , there is only just so much the stock ECM can compensate for , after which you'll need to venture into the world of "Tuning" to get the best power returns on your money spent ....
