New high pressure fuel pump for aftermarket EFI not working

I decided to buy the whole summit 500 EFI setup for my car, and bought a new high pressure in-tank fuel pump to keep up with the injectors. I have everything set up, but the new fuel pump will not turn on.
  • The pump gets power to it from the plug
  • It works when hotwired outside of the car
  • It has continuity when outside, but not when inside the tank
  • The pump won't work even when hotwired inside the tank
I've also tried to ground it in multiple places outside the tank. Does anyone have any tips? Right now I'm about to settle on the pump being faulty and not wanting to pump fuel under pressure, but I'm hoping there's a fix that doesn't require me waiting for a new pump.

Sounds like you diagnosed it already. probably a CHEAP junk Chinese pump.
