383 help with vac

I built a 383 last summer
I have been driving it trying to break it in for 1 year
I got past the 1000 km break in and the vac was -20 ideling low runing like new
I have a lt1 Chevy performance hot cam and in my old 305 with out was-12

Now I got -16 -17
I have 1750kms on it now

Is this normal
Or do I have a vacum leak ??
