91 Firebird low fuel pressure (26 psi) 3.6L v6

having issues with my 91 pontiac firebird 3.6L v6, low fuel pressure at the engine head (26 psi). I have replaced the fuel filter , fuel pressure regulator and the fuel pump. The car did sit for three years prior to being worked on. I took it to a mechanic and was told the fuel pressure was low, and that i should change the fuel pressure reg and pump. Any advice would be helpful, i am just a little stumped on this project. Could the bad fuel ( even though i hand pumped out most of the fuel in the tank) have gunked up these new parts?

Your car has a 3.1 V6.

Have you checked voltage to the pump? What pump was installed?

Pinch the return line after the rail and see if the pressure rises. If it does then the regulator or injectors are leaking. If it doesn't then the pump isn't putting out enough pressure. Check voltage to the pump (with it running).
