How to cut a bolt?

I bought new bolts for my water pump pulley, from gm right part number, but they are to long. They rub the shaft, the strange thing is the distance it is to long is flat on the screw there are no threads. Is this done for a reason, or do they know there to long and your going to have to cut them so the leave thread off there?
So should I just hacksaw the extra lenght off, or should I go out and try to find the same bolt but shorter?

bolts

you can cut them if you want but autozone or most any of your local auto parts places will have the water pump fan bolt studs in the size you will need for a cpl of dollars

I have an 88 with the serpintine system, so there not the studs, but just 4 bolts that bot the pulley to the water pump.
But the same I guess would apply to autopart stores.
