TPS voltage issue

Finally got my engine running but I am having issues adjusting the TPS voltage. No matter where I adjust the TPS to, I cannot get the voltage any lower than 4.45 volts. When I move the the the throttle the voltage drops instead of rises. It seems to be working backwards from what I think should happen when the throttle is opened.

The main thing is I can’t even get close to .54 volts when I am trying to set the TPS correctly with the key on but engine is not started.

Any tips or help would be appreciated.

Doesn’t sound like your testing the right wires. Iirc blue is ecm feedback and grey is 5v ref. To set the tps use blue and black. If the tps is at 4 or higher at idle your injectors would cut off from the ecm thinking your in clear flood mode.

I’m pretty sure I’m using the correct wire. I’m connecting positive wire of voltmeter to the blue wire in the middle of the sensor. Not using the grey or the black.
