Yes, it would be noticable.
The Hookers I have are 1-5/8" primary, and are fine for a 305. SLP also recommends 1-5/8" primaries for a 305 if you get their parts. If you haven't upgraded your cat-back, that will also help.
As for "incredibly slow", you may have issues that exhaust alone won't cure. But, it'll get you onto the road to recovery.

Wait, I saw "TPI" when you said "TBI".
It'll still help, but get a 3" cat and cat-back while you're at it.

since your running a tbi, my opinion would be to go with the edelbrock tes. they are stepped and will flow plenty for the low rpm 305 you have. there are alot of tbi guys on this board that may have another opinion of stuff they've tried, so hopefully they'll reply too.
