AC Flush Alternatives

It has been a while since I had to work on my AC and need to replace my compressor. I just found out that Washington State has banned the sale of all AC supplies to consumers including AC flush products, oils, and R134a. I have a freon supply (R12, R134a, and R406a on hand) and I can buy more freon by special order with my EPA 609 certification but was wondering if there is a cleaner that will work to flush the system without having to special order cleaner or flush. I have seen some have suggested alcohol. Anybody used that and how did it work?

I used lacquer thinner and lots of compressed air.
