Code 32 issue

Car: 1986 Firebird Trans Am WS6
Engine: Cammed 358 TPI
Transmission: Built 700r4
Axle/Gears: 2.77 Borg-Warner 9 Bolt
Code 32 issue

Everything I can find seems to be people with bad EGR valves or solenoids getting a light at highway cruise speeds, but my car throws code 32 at all times. Idling, cruising, no matter what. It's a 1986 Trans Am with the 305 TPI motor, and a 160 degree thermostat. It doesn't get hot enough to trigger the emissions system ever die to the 160 thermostat. When I replace it with a 195 as the manufacturer calls for and it gets up to temp, could code 32 go away?
