I recently bought an 86 Chevy Camaro. The guy who I bought it from had it running off an external battery charger. I have only gotten it running once right after I put in a new battery. Since then, whenever I turn the key or attempt to start the car and it fails, there is a strange squealing noise. i replaced the alternator and distributor cap. I don’t think this is noise from the pulleys since it happens even when the pulleys aren’t moving. I attached the video to this post. Please let me know if you guys have any ideas.

EDIT: Im not sure if the video has attached. I am having an issue attaching it to the post. Basically it is a high pitched squeal that comes from under the hood.
