Help with LT1 long crank to start

Transmission: T 56 (converted from 700r4)
Axle/Gears: 4.10 from a 2000 TA
Help with LT1 long crank to start
Hi all. I have a question about my LT1. I have an 95 LT1 swapped into my 91 Camaro. Stand alone harness. OBD1. Last season my car decided to consistently require about 30 seconds continuous crank before she’ll start. Once started every thing is perfect. Goes like snot no stutters or hiccups. It’s a bit embarrassing at the car show to have to sit there and crank like a Tool for hours to get the thing going.
I have done some preliminary investigating before I parked it , with my NOID light I can see the injectors are not getting a pulse for those 30 second crank. Once I see the pulse, the car immediately starts perfectly. So I’m thinking the PCM is not telling the injectors to fire, question is , why and how do I convince my PCM to engage the injectors on crank. I’m leaning towards OPTI not Seeing the cam rotating? OPTI is pretty new and I would think if it was OPTI then I would have issues while driving also.
what’s your thoughts?
