Releasing Fuel Pressure

I am installing an AFPR. I am trying to drain the lines. I pulled the fuse for the fuel pump. (and yes I pulled the correct fuse) I started the car up and it ran for about 1 hour and the fuel pressure stayed at about 40 PSI. The gas cap was removed. What else needs to be done?

the schrader valve that you hook up your fuel pressure gauge to is where I drained mine. I haven't put mine on yet but I started teh other day and that's what I did.
