How do I get the choke stove to work?

I am trying to get a choke stove to work. I have a vacuum hose hooked to it and everything. The vacuum is making the shutter in the air cleaner stay shut. Even after it warms up the shutter won't open with the vacuum hose connected.

Do I have a faulty valve that is in the air cleaner? It is this little green thing that has two vacuum hose connections on the bottom of it. Does anyone know what the heck I am talking about?
