Mech fuel pump pull thru a elec pump?

My nieghbor removed his 2.8L V-6 and installed my old 305 whitch was a carb car (LG4). He did not remove the electric in tank pump, we left the mech pump on the block of the LG4.

The car is not getting gas to the carb, a friend of his says it won't pull thru an electric pump in the tank that's not running. I say it should and the mech pump is probally bad. Who's right?

Speaking from experence, the Mach. pump won't pull through the electric one...................It has to be removed .........but why don't you use the one in the tank and put a fuel pressure regulator on it.........btw if you do this you have to make some type of return line to the tank................anyone else have any ideas?
