RR ratio on L98's??

So I want to go with roller rockers on my 91 L98 1LE's engine. These engines use a 1.5 ration 3/8 stud rocker correct?

Yes.

All small block Chevy motors that are installed in cars (not over-the-counter ones) come with 1.5 theoretical ratio rockers on 3/8" studs.
