Help with lock cylinder

Someone tried to steal my 89 iroc a couple of weeks ago, so I had to replace the steering column. I got the column in there, and it mostly works, but there are some problems with it. I am hoping some of you know how these things work so I can figure out how to fix it. The first thing is the lock cylinder, when I turn the key forward to start the car, it doesnt spring back to stop cranking. What is supposed to make the key spring back to the normal run position? The other is my dimmer switch. Im thinking that I need to adjust the rod in that top bracket on the steering column. Im really concerned about the lock cylinder though, I dont want to tear up my starter. Its also really stiff and harder to turn than it should be. It is a brand new cylinder.

All of the spring return is in the ignition switch itself, at the base of the steering column.
