Can't Pass emissions, hydrocarbons high

I have my formaula at a mechanics shop and it is showing fine on the computer for readings from the diag machine the mechanic is using, but he took it over to be tested today and it failed again with high carbon numbers.

Mechanic thinks that it could be loading up with fuel and he wants to adjust the rockers because he says they are clattering.......

Any thoughts from you all on what could be causing this problem. Check signature for parts installed.

Oil is old (fuel soaked)
Rich air/fuel ratio --- O2 sensor, ignition problem (miss-fire)
Air pump and or valveing. Bad catalytic converter. Dirty air filter.

Catalytic Converter is original equipment from car. Car only has 28,000 original miles on it. Should I replace the CAT since it has been sitting for awhile without being used?

Everyone should be happy to know that I passes emissions test finally. I had to replace both CATS on my formula. They were the cause of the problem at a very high expense.

Congrats on finally passing. I made three trips myself to the emissions testing center this past week. The shop thought the EGR was bad so they replaced it. Then I went to another shop and they said that the new EGR was defective so I swapped it out myself. Then the car still failed. Then I replaced the cat. The numbers dropped more than half. Three trips and finally passed. What fun!
