I don't beleive this ......I call humberview chev olds and ask them about the seat-belt re-call .
The Guy ( john ) tells me YES there's a open recall on the buckles !!!!

There was a recall on the retractor springs for mine.
Before taking it in I marked the plastic housings for the belts so I'd know if they'd opened them to do the work. Well the marks were undisturbed and the belts had the same tension as before - isn't that a surprise.
