Converter Bolts

I read somewhere that you're supposed to use new bolts each time you install a converter so that there's less chance of it making the surprise visit into the foot well at high rpm.

Anyone know if that's true or not .

Also, Koni Yellows - what setting for the rears on a car that's not a daily driver has an Eibach Prokit, Spohn LCAs, 17 inch rims and mainly used for aggressive street.
