Peel and Stick Crap
That white stripe under the headlight cover over to the signal light is a peel and stick velcro strip for a nose bra. Is there anything I can use to remove it w/out messing up the paint which is base and clearcoat.

If you try to soak it with goo gone it should come right off with a bit of rubbing , but i dont know what effects it will have on the paint. I used it on my car to pull off a few stickers with no ill affect as of yet.
I would try using some localized heat.... maybe even a hair dryer to melt the adhesive.
If that doesn't work, I've seen the pros on TV do it with a piece of fishing line... by holding the line tight between two hands and getting it under one edge of the velcro backing, you can make a sawing motion with the fishing line and cut through the adhesive. I've never actually tried this one but it seemed to work very well when they did it on TV.
Goo Gone might work to clean up any mess after it is off...

Use some vinyl stripe remover or decal remover comes in a spray can just spray it on and take it off. Does not hurt paint. Just ask the guys at any auto paint store and they should be able to hook you up.
