does it read high the second you start the car? or just keeps climbing as the car heats up?

Check the green wire on the drivers side head. Roughly located in the middle under your exhaust manifold. It clips into the sender and can come unclipped or the wire can get burnt on the exhaust.

See my post in Cooling section. Aftermarket sensors from parts stores can show 20-30deg too hot. You need the AC Delco original sensor, it fixed my gauge issues.
