It comes down to how you want it. obviously the first one will be pretty docile with that cam. It looks like a solid high 12 second setup.
Can't say much about the second choice, but the Stealth Ram is made by Holley. The Accel intake is the SuperRam, what I run.
How fast do you want to go, if you think you'll want to go big down the road, might as well do it the first time.

well, what I should have added I guess, this will be driven weekly if not daily in nice weather.....I want something thats pretty streetable. The reason Im interested in the ZZ4 cam and Vortec heads is most of GM's crate motors come with those heads and a "mild to medium" cam and make pretty good power. How would the LT4 Hot cam run in the TPI? I hate to get rid of the TPI intake, as I love the torque. Maybe this will help....

They could both be very streetable, just depends on your opinion of streetable.
If you went with the first one, you most likely won't need the big 4 inch exhaust, a 3 inch with some good shorty headers would do the trick. you realize that the long tube and 4" setup will cost well over a grand.
I run the hot cam and it is perfectly streetable. I have plenty of vacuum and a decent idle. my setup is different, but there are many that run it with tpi with good results.
I don't know much about strokers and what they like so I can't really advise on that setup you listed.
A much proven setup that would be killer on a 355 or 385 and extremely streetable;
SuperRam intake
LPE 219/219 cam
AFR 190s
The longtube 4" exhaust you planned on
This would be great for an automatic car with around 2800 stall and milder gears like 3.42's. Easy 12 seconds with either shortblock.
just some ideas
