Right side cooling fan always on

Right side cooling fan always on
One of the two radiator cooling fans (right side) is always on. Comes on when you turn the key on and never goes off.
If this a realay problem, or something in the chip? The chip is one from Turbo city we bought around 10-11 years ago. This car never warms up fully, which in the summer is ok, but it would be nice for it to warm up fully so the heater would work better and the engine would be at it's proper operating temp.

On the passenger side head is a fan switch that grounds a single green wire when it reads a certain temp, which turns the passenger side fan on. I would guess that either this switch has failed, or that wire has shorted somewhere else. I have mine grounded to the the engine on purpose to keep that fan on all the time. This helps keep my temp were I like it in the summer, but as you said, cold temps make my car take too long to heat up when wired this way.

Thanks for the reply. I'll pull the wire and see if the fan stops. If it does then the switch is bad, if not then I've got a grounded wire.
