You can't. The manifold comes with the upper and lower piece under one part number.
Holley sells an EFI tunnel ram manifold that is 99% identical to the lower section of the HSR. You have to drill your own fuel rail mounting holes (the bosses are there though) and you have to add your own injector bungs.

I have no idea. I never looked up the price. It's probably not much cheaper, if at all. By the time you pay to have the injector bosses welded on, you'll be way over the cost of the HSR.
