Cant cold start after cleaning plenum

Cant cold start after cleaning plenum

I took my plenum off to have it polished and cleaned. Before I had it cooked (cleaned), the hole for the coldstart injector on the plenum was almost completely clogged with what looked like carbon deposits. I cleaned it out before putting it back on but now the only way I can get the engine to turn over is by putting starting fluid directly in the throttle body. Once she starts, she runs perfectly. Any ideas ? Was their some type of washer or something there that I was unaware of? Any ideas would be valued.
