Low Fuel Pressure

I am having some problems with my 1986 T/A 5.0L TPI. I checked my fuel psi and I am only getting 18-20, now i did check my engine check codes and it was reading a egr valve problem so i replaced that and so no more codes, but i was wondering if anyone had any ideas why my pressure is so low, it starts but only for a couple seconds really, then it just putters down and dies. I replaced the Dist Cap/Rotor Ignition coil, plugs, wires, new Edelbrock 52mm TB, ported plenum, and a new MAF, I was told a while back that it could be the fuel pump itself, but if anyone else has some ideas of somthing possibly causing this, any help would be greatly appreciated

18-20 psi is not nearly enough to run the car. It sounds like you have: A bad regulator or A bad pump or A plugged filter (check this first).

Yea i replaced the filter.. and my car is at about 146k... so which is more likely the pump or the regulator ?

Clamp off the fuel return line and turn the key on, if the pressure is high and holds..regulator, if not, pump or leaking injectors, badly leaking.
