There shouldn't be any adjustment in the throttle cable. Is yours loose or tight?

when i put the pedal all the way down to the floor the tb is not open all the way.

There is really no way to adjust it but I had the same problem and got a new one from GM it was under $20 and instalation was simple . It also made a big improvment in performance for obvious reasons.

well, it's basically just a steel cable. you could probably adjust it by moving the crimp on the end by the TPS, though it would be difficult. but if you can cut that crimp off and put on a new one, that should do it

You could get a Lokar Throttle cable which is longer and you can then anjust it but its kind of pricey and you have to use the Lokar Bracket, which requireds changing the TV cable as well, again pricey. I did this and it looks great. I did this after installing a LT1 Throttel body and the old cable was too short. But if yours is a little to long, it probably stretched out over time. You could cut off the little metal cylinder on the end and find or make a little screw on end like came with the Lokar TV cable. You might have to make it, you could get a brass solid cyclindrical piece and drill a small hole longways for the cable, then drill and tap for a small set screw sideways and slip it on and tighen. If you cant get it on the cable because the cable starts fraying, put a piece of duct tape on, then slide it past the tape and take the tape off, I had to do that
The stock cable has no adjusting, at least on mind it didn't
