Fuel Pressure Regulator

Can anyone tell me if the fuel pressure regulator is suppose to hold vacuum? I am looking for a vacuum leak and when I test the fuel pressure regulator with a vacuum pump, I noticed that the vacuum bleeds off very quickly. I have a TPIS MiniRam and it has an adjustible fuel pressure regulator that is supplied by TPIS just for the MiniRam. It seems to me that the stock TPI fuel pressure regulator held vacuum, but I cannot remember.

it should hold vacumn, are you have trouble with your car?

Yes, I have an intermittent idle problem. It fluctuates several hundred rpms. I've checked the TPS and IAC and they are set correctly. The car is in tune and timing is right on. I checked the vacuum connections and that is why I am questioning the fuel pressure regulator. The car runs fine other than this idle problem.
