Is there that can stop fuel coming from injectors during startup?

quick question....my car isn't starting and I tested the fuel pressure and it is perfectly normal. Is there anything stopping the injectors from firing if it is getting lots of pressure during startup? Is there an injector relay or something? My oil pressure is perfect as well.

ECM needs distributor reference pulses in order to fire the injectors.

TPS voltage over 3.91 at cranking will invoke the "Clear Flood" mode and curtail all injector pulses.
