Probably. Sounds like the tank can't vent, so that would be a good place to start.

There is another plastic vent coming off the fuel tank and is located on the car frame near the left rear tire. Also, are you using a vented or non-vented gas cap?

I dont know if the gas cap is vented. but I think it is stock. How do I check to see If it is venting properly??

Transmission: modded 700r4 w/2600
i had this prob. once and i replaced the white purge valve on the drivers underside frame and i also disconnected the return line as well as the vent line undercar and hood and blew compressed air through them both the prob. was gone....
