weird bolt preventing remove of runners

ok so there is a bolt on the front of pass side runner that looks like a regular bolt but at the end it looks like i needle/spindle about a 1/16 of an inch in diameter by 1 inch long. when i try to turn i it it looks like it is twisting the bolt and ready to break so i haven't wrenched on it hard any ideas?

Please don't take offense at this, becuase it's not clear in your post..... But, are you trying to twist on the long skinny part? You should just be able to slip a regular old box-end wrench over the spindle down to where the regular style bolt head is. Where are you seeing it twisting?

Also, this is a factory bolt. The only reason for the spindle part to be there is it gives the throttle and cruise cables something to rest on, that's all. I don't think it's a big deal if you break it off or put a regular bolt back in later.

If that is the bolt that I am thinking about, it is in the wrong location. It should be as shown in this picture. The hex portion of it is 11MM.

well i geuss the bolt is in the wrong spot. and yes i am using a deep socket wrench on the hex part of the bolt, no offense taken. The bolt feels like it is twisting as i try to loosen it. i wasn't sure if it was diffferent or aanything and was afraid to break it, i geuss i'll just wrench a little harder and hope it doesn't snap off. thanks for all the help guys!
