swap question (VATS)

I just completed the swap In my 85 Trans am from the 870 ecm to the 165 ecm. I swapped the engine harness also because I had a bad spot in my original harness. The ecm I have I believe is out of a 88 or 89 Vette. I think the chip or memcal has VATS burned into it because I am getting a code 46 and the car just cranks and wont start. I know I needed to get a chip burnt but i was hoping this one would at least run the car so I could see eveything is working. So I am I correct in thinking I need a chip without vats to get this thing to fire?
