TB vaccum fitting - ported or not?

Was thinking of using the small fitting under the tb for the adj f/p reg on my stealth ram but wanted to know if it ported (no vac when tb closed) or unported (sees vac all the time). If I can find a fitting to fit the back smaller holes I use it but if not I want another option.

It does not see a full vacuum signal all the time, only under open throttle conditions (since it is originally for EGR)
