A little more info? Are you switching from TBI to TPI? The "VATS" is in the prom, not the ECM. Though I don't know off hand if the VATS routines changed when GM went from MAF to MAP or TBI.

i currently have a 91 with TBI and i am swapping to TPI. The TPI is a mass air system from an 87 iroc. I was wondering if i would have trouble with putting a computer without VATS into my car that has the VATS system. Will my car still start or will i have to bypass it by putting a resistor in? Sorry if that is confusing lol

Ok, clearer now. As I said the PROM has the VATS switch in it, so you could actually keep VATS by running a 1989 bin (prom). Are you repinning the TBI harness to TPI or are you replacing the harness? If you are repinning, keeping VATS shouldn't be a problem. If you are changing the harness you may have to remove the VATS system or completely disable it since the ECM (through prom programming) has to actuate the starter enable relay. I'm not up on work arounds for VATS so I may be wrong.

What do you mean by repinning? I have been researching this quite a bit, but im still at a loss on a couple of things. I have the harness from the computer to the engine bay, isnt that all i need? Can i just unplug my computer and plug the 87 in using the same harness from the computer to the dash? i hope thats not to confusing. Can you explain what repinning is? i have searched around and cant figure out what it is. thanks

repinning is moving the wires from thier current location to another on the connector body that mates with the computer. The pins can be unlocked for this purpose, they'll lock again when inserted in the new location. From year to year things are moved, added, or deleted so some swaps will need to be repinned to match the new, or old wiring configuration.

There is no one connector that goes to the engine and one that goes to the dash... both connectors go to the engine bay. Very little of the wiring harness runs to the dash. There should be TBI-TPI swap threads that explain all the to-do in abundance... there's also entire books written on the subject... the info you need is definitely out there.
