Possible Bad TPS

Ok guys I followed the TECH article on adjusting your TPS so heres what happened. I connected my multimeter and got a reading of 0.52 DCV so I adjusted it back to 0.54 DCV. After that I did the WOT test did this slowly about 3 times. I keep getting a reading of 2.88 and in the tech article it says it should be about 4.00 DCV.

My question is could this be a sign of a possible bad TPS cause my car has a crappy idle ?

Is the throttle minimum air position set correctly? Are there any cables (like cruise or TV) binding and preventing the throttles from opening fully? Can you manually move the lever on the TPS and increase voltage to at least 4.0V?

There are no cables that arent preventing it to WOT. So your saying while the multimeter is connected and while I am doing the WOT i can move the TPS to get at least 4.00 DCV ?

I'm asking if you can manually move the small lever on the TPS itself, not the throttle lever, to reach 4.0 V or higher.

Also, I'm not sure what Tech Article you followed, btu did it indicate that you should test the reference voltage supply at the sensor before adjusting? You should have 5.0 VDC ± 0.1V across the TPS sensor 'A' and 'C' terminals whenever the ignition is ON. Do you?

Ok yes i get a reading of 5.01 DCV when its plugged into A and C. I am gonna have to go down and try to get a reading from manually opening the throttle at the TPS itself.
