Strange fuel pressure problem
Okay... I turn key to on and it hits 40-42psi like normal and immediately falls to about 26-28 then very, very, very slowly rises again to 40-42. I was under the impression that it was suppose to hit 40-42 and then very slowly go down not up?? With vacuum line disconnected it does about 44-45psi btw. Start the car and it shows a rock solid 41psi.

Your regulator may be starting to fritter, or the pump check valves may be choking on their own effluent, or the pulsation damper (above the pump) just can't hold its alcohol.
Is this a consistent problem? As long as standing fuel pressure is acceptable, it may not be a significant problem. Is this affecting the starting? I wouldn't lose a lot of sleep over it, but it may be good to check pressure on occasion just to be sure something isn't going south on you.

It starts up fine. I have a new walbro in the tank with 10 miles on it and a kirban regulator in the mail so we'll see what happens. Thanks for chiming in.
