New TPS not in spec and fully adjusted in one direction

As stated in the topic I installed a new TPS. I'm reading 0.52 volts closed and 4.35 at WOT. I believe the closed reading should be 0.54 but I can't get it there as I'm already adjusted completely in the one direction. There is no more adjustment left. Does this sound normal to you guys? Shouldn't I be more to the middle of the adjustment instead of at the extreme end to get these numbers. I'm thinking I should get another TPS.

I set my closed at .6 to .62, the WOT should be more than that reading 4.8 to 4.9 with a 5v signal.

I may end up grabbing another one from work and trying it. I bought the last one though so I'll have to wait till our shipment comes on Thursday. For now it's running ok.

I'm not worried about the range. It's basically within spec. It's the fact that it's adjusted completely in the one direction that bothers me. There is no more room to adjust if it would become necessary later on.

I think I'm gonna check my minimum air screw and see where the throttle plates are sitting when closed. Changing that may in turn allow me to more adjustment with the TPS.
