ISC idle set not working

ISC idle set not working
I have been fighting a cold start/stumble issue, and had reset my timing yesterday, which improved it. I went to do the ISC reset today, and followed the procedure, but even when I back the torx screw all the way out, the car still idles at 1000 in drive, fully warmed up, with the ISC unplugged. The instructions say to set it to 400 in drive. I cannot figure why the idle will not go down. After everything is plugged back in, I am throwing NO codes, and the car will idle normal ( 800 or so in Park, 550-600 in drive). Any idea what is happening? Could I have put the U shaped paper clip in the wrong pins on the ALDL? Should I try retarding the timing while doing this to get my 400, then when all is done with the ISC reset the timing again? Any help would be great. Thanks.

I was having difficulties when going by the instructions on the tech page too. I searched these forums and found a picture of a service manual that helped. It's the last post in this thread.
