chip question
i was at the corvettes at carlilse show this past weekend and i was talking to a programer who was doing wonderful things with the ls1 platform i was asking him about the tpi and programing, he says he uses a stock chip even on a good modified motor (heads, cam etc) and he plays witht eh iac, tps and the base timeing, to make the car run with serious improvments, does this sound right to anyone?

Sounds like a load of crap to me.
I can fudge with my TPS and my IAC and timing and that doesnt do squat if I stuffed in a cam and my lower VE was rich as all get out :-)
I would serioulsy suggest ignoring anything someone of that nature has to say and find a competent tuner
Or better yet head over the the DIY PROM board and check out the beginners stickies we have set up at the top of the forum

What he said. I'm relatively certain he knows, too.
It may run acceptably once or twice, but certainly won't be consistent, if only the base timing is adjusted. If you've found an "expert" that has devised a method to "adjust an IAC" I'd like an opportunity to speak with him/her. I've yet to fathom how anyone can "adjust" a dual-coil DC stepper motor outside of controlling the ECM directly.
Obviously, this person was intentionally misleading you, or didn't have a friggin' clue about that of which he spoke.
I'll give $100 to the first person that can demonstrate how to effectively "adjust" an IAC motor without proramming. Cheating the ECM by adjusting the throttle minimum air position stop screw doesn't count, since that does NOT constitute "adjusting the IAC". It's on the table, ready for mailing. Ramming the pintle in for installation doesn't count either.
